When you 'rack' wine, you are siphoning off the good stuff and leaving behind the bad stuff (dead yeast, fruit chunks, yucky bits). This is the difference between the two. The rubber tubing (right) and hollow plastic rod (left) are part of the siphoning system used by most folks. The rod is called a "racking tube".
